Dr. April Fleming Miller graduated from Middletown High School in 1988. She later attended the University of Maryland, Baltimore County, where she earned a Bachelor of Arts degree in biology/psychology in 1992. At the Salus University she earned her Doctorate of Optometry in 1996. Dr. Miller is an optometrist in Frederick, Maryland. She lives in Middletown with her husband and has three grown children.

Miller served on the Frederick County Board of Education from 2010 to 2018, and was elected its vice president in 2017. In January 2020, Governor Larry Hogan appointed Miller to a five-year term on the Frederick Community College Board of Trustees.

Delegate Miller was elected to the Maryland House of Delegates in 2022. She currently serves on the House Ways and Means Committee (since 2023) and is on both the Education and Election Law Subcommittees. She was the Chair of the 2024 Frederick County School Construction Master Plan Workgroup, and is acurrent member of the Veterans Caucus. Delegate Miller is a State Chair for the American Legislative Exchange Council and Women In Government, and is the incoming Chair of Membership for the National Foundation for Women Legislators.
